We've experimented with something like that on the PC, but unfortunately Google Earth requires a lot more power than mobile VR can provide and also isn't available outside of their app.
We might try projecting satellite images onto the 3D buildings in City Mode for Explorer. The sides of buildings would just be streaks, but it might just make those maps pop enough from a height of a few hundred feet to be enjoyable.
